The ASR mission in support of Homeland Defense is providing support services in the fields of Inspection to enhance and support the goals of Homeland Security in areas such as Land Transportation inspection and security Compliance monitoring to afford the protection necessary to detect and/or deter terrorism, and other areas that support Homeland Defense.

Support Services
ASR offers inspection support services to the Transportation Industry commercial cargo carriers and passenger carriers (buses) in the areas of:
- Corporate or facility / terminal audits/inspections to verify operational and quality methods are used to assure proper legal performance
- North American Standard Inspection (Level I) inspection
- Vehicle / asset standard of service and safety, whose
criteria is based upon the Commercial Vehicle Safety Alliance's
(CVSA) North American Level II inspection accepted as the "Out of
Service" (OOS) criteria by DOT.
Motor Carrier SSS Inspection
Standards of Service and Safety (SSS) will include a review
of:
- Vehicle and equipment
- Driver Documentation
This will involve a North American Level II Walk-around
Driver/Vehicle Inspection.
- Interview the driver
- Collect the driver’s documents
- Check for presence of hazardous materials
- Identify the carrier
- Examine the driver’s license; Check medical examiner’s
certificate and waiver
- Check record of duty status
- Review driver’s daily vehicle inspection report
- Review periodic inspection report
The vehicle inspection will include the visible elements
including the brake system, coupling devices, exhaust system, frame,
fuel system, turn signals, brake lamps, head lamps, lamps on projecting
loads, safe loading, steering mechanism, suspension, tires, van and
open-top trailer bodies, wheels and rims and windshield wipers, etc.
- Covert/ Non-covert Intransit vehicle surveillance/inspection
to ascertain that the vehicle/asset is complying with the "rules of
the road" and that the operator is qualified both legally and
physically to operate the vehicle/asset according to CFR 49.
Motor
Carrier Intransit Surveillance/Inspection
ASR performs a covert or non-covert surveillance
of a vehicle on the road covering any customer specified distance.
During the Intransit surveillance the ASR inspector will verify whether
the driver or the vehicle violated any regulations of CFR 49.
- ASR will interview the driver and verify:
- Vehicle registration
- Shipping papers/bill of lading
- Lease agreement
- Single state insurance registration
- Cab card
- Drivers’ log
- ASR will check the expiration date on the license
to ensure that it is current in accordance with CFR 49 Part 391.11
- ASR will check the medical examiners certificate and
waiver to ensure that they are correct and are valid for twenty-four
(24) months, unless otherwise specified, in accordance with CFR
49 Part 391.49
- ASR will engage the driver(s) in conversation to try
and establish their physical and mental state in accordance with
CFR 49 Part 391.11
- ASR will check the log book form and manner and required
entries in accordance with CFR 49 Park 395.8
- ASR will ascertain that log book entries are all up
to date, legible and in the drivers own handwriting in accordance
with CFR 49 Part 395.8
- ASR will verify the 10, 15 and 60/70 hour rule in
accordance with CFR 49 Part 395.3.
- ASR will review the previous day’s vehicle inspection
report to verify that listed safety defects have been corrected
in accordance with CFR 49 Part 396.11
- ASR will verify that the driver(s) possesses procedures
to identify and respond to accidents and emergency situations in
accordance with CFR 49 Part 172.604
- ASR will ask the drivers(s) several questions about
their about their knowledge of regulations and requirements that
governing the operation, use and stopping of vehicles. (CFR
49 Parts 391, 392, 396 and 397)
- Perform an external container content verification/determination
or "walk around " inspection for Federal, State and Local Government
agencies and commercial firms
Cargo Carriers supported:
ASR provides inspection services to the following Transportation
Industry Carriers:
- Motor Carrier: ASR provides services nationwide at all
installations, facilities and corporate headquarters.
- Air Carrier: ASR provides services nationwide at all
air terminals and major and local air ports.
- Railroad carrier: ASR provides services nationwide at
all terminals and yards
- Barge Carrier: ASR provides services nationwide at all
internal water transportation points.
- Shipping Carrier: ASR provides services nationwide at
all ports and shipping transportation points.
Motor Carrier Hazardous Material SSS Inspection
In transporting hazardous materials, in addition to the
general safety regulations, carriers are subject to Federal requirements
found in CFR 49 Parts 100 through 199.
ASR will perform a Standards of Service and Safety
(SSS) which will include a review of the:
- Vehicles and equipment
- Driver Documentation
This will involve a North American Level II Walk-around
Driver/vehicle Inspection.
1. Interview the driver
2. Collect the driver’s documents
3. Identify the carrier
4. Examine the driver’s license; Check medical examiner’s certificate
and Waiver.
5. Check record of duty status
6. Check hazardous material training certificate
(Requires OOS if training is incomplete or absent)
7. Review driver’s daily vehicle inspection report; Review the periodic
inspection report
8. Check if the driver has personal dosimeter
9. Check the shipping papers
The vehicles inspection will include the visible elements
including the brake system, coupling devices, exhaust system, frame,
fuel system, turn signals, brake lamps, tail lamps, head lamps, lamps
on projecting loads, safe loading, steering mechanism, suspension,
tires, van and open-top trailer bodies, wheels and rims and windshield
wipers, with an additional measure of any radioactivity level.

Project management and control mechanisms
ASR offers skillful, experiences project management that
is vital for the successful completion of any project. ASR's task-force-team
provides total capabilities for a project of any size. All team members

collecting and analyzing information about the progress of a project.
- All customer quality assurance engineering support programs
use ASR's project management procedures to ensure the most effective
use of modern management tools in planning, organizing and controlling
all program activities.
- Each QA program is assigned to a program manager who
reports directly to the Director of Programs.
- The program manager provides a close interface with the
customer and responds in a timely and effective manner on all aspects
of the program.
- The ASR program management organization carefully reviews
program performance, supplier quality trends, costs, schedules, manpower,
documentation, regional office needs, technical and expense reports,
customer presentations, corrective actions, continuous improvement
