Businessman pushes reverse outsourcing
The owner of ASR International Corp. has returned work to the United States in the past three to five years that was being performed in India and Great Britain. He discovered that by changing how his technology-services company operates he could narrow the gap between wages paid domestically and overseas. Since then Anumolu has urged other U.S. companies to look inward for cost savings before looking abroad. "My approach has been to ask, 'Can we do what we have to in the U.S.A.?'" he said in an interview. "The answer is, yes, we can do it better, faster and cheaper right here with a marginal difference in the costs," compared with going offshore. Anumolu was born in India, a major outsourcing center, and his advocacy of repatriating offshore jobs has caught the attention of local politicians, universities and groups representing technology workers. Some described the 60-year-old executive as a crusader and path breaker. "His company did outsourcing and stopped ... They are an example to others that you don't have to send IT [information technology] jobs to India," said Barbara Viola, president of the Long Island chapter of the Association of Information Technology Professionals. ASR, which takes its name from Anumolu's initials, provides computer software, engineering and other technical services to government and companies such as Northrop Grumman and Boeing. It employs 500 people across the country with some working from their homes and about 25 based at the headquarters in Hauppauge. Anumolu acknowledged his attitudes toward outsourcing have been influenced by a multimillion-dollar contract that ASR won three years ago to help with inspection of vehicles, boats, aircraft and trains as part of a homeland-security program. "You cannot outsource defense products. You don't want to give away your technology," he said. For a time, ASR employed about 24 people overseas, split evenly between India and England. But Anumolu found that the foreign engineers "weren't on the same wavelength" as their U.S. colleagues, leading to communication problems. "We decided to bring the work back, to do reverse outsourcing," he added. ASR also is encouraging Indian companies to establish a U.S. presence. When Satyam Computer Services Ltd. opened a software development office six years ago in New Jersey, its first outside India, Anumolu attended the ceremonies and pledged to spend $1 million with the new facility. Still, he hasn't ruled out exporting work altogether. Outsourcing, he said, should be done judiciously such as with projects requiring around-the-clock work. For example, ASR recently did some work in India for Rolls-Royce, though the project was managed from Long Island. "Reverse outsourcing should be our goal," he said. "If you send the bread and butter of this country, engineering jobs, over there, then what are you left with? Nothing."

| Anumolu's company praised on House
floor for helping boost homeland security ‘They didn't honor us because we are an Indian or minority firm, but because of the work we are doing for the nation's defense’ AZIZ
HANIFFA In an unprecedented gesture, Vijayawada-born Rao S Anumolu and his company ASR International have been honored on Capitol Hill for helping to boost homeland security. This is the first time since 9/11 that a private company, let alone an Indian-American firm, has been so honored. Anumolu's support to the defense needs of the Pentagon and the Department of Homeland Security impressed Congresswoman Carolyn McCarthy, New York Democrat so much she not only praised him and his firm on the House floor, but also hosted a special reception in his honor at the Rayburn House Office Building in July 16. Expressing her 'deep appreciation for and recognition of his tireless efforts in support of our nation's defense,' McCarthy told the House as president and CEO of ASR International Corporation, Anumolu ‘has assisted the Department of Defense -in its fight to protect our homeland since the attack on our country- on September 11 and particularly during the Iraqi war.' Since ASR's conception in 1986, the company ‘has developed cost effective technology and systems to protect our nation's airports, waterways, railroads and highways.’ Most recently, she said, ‘ASR International has developed the Safety/Security, Assurance System in order to further support our efforts at Homeland Security in a comprehensive and cost-effective manner,’ she noted. This was ‘not the first time Mr. Anumolu has been recognized for his efforts,' she said, and pointed out that in 1993, he had received the Business Excellence Award from the US Small Business Administration for his work in the field of defense‘Now it's my turn to say ‘thanks’.’ She called on her colleagues in Congress to ‘join with me in expressing our gratitude to Mr. Anumolu for his exemplary work and dedication to the safety and protection of all Americans. His many accomplishments have helped make the US a safe place for all.’ At the reception she hosted, where she presented Anumolu with her remarks on the floor of the House embossed on an award, McCarthy said, 'Rao has been a shining example of what it means to be a successful businessman, a good neighbor, a caring and generous individual and a loyal and patriotic American citizen.' ‘I mentioned that Rao is also a good neighbor. When my office was looking for financial help to get care packages sent to our troops in Iraq, it was Rao who stepped forward with a sizable contribution for that effort,’ McCarthy told the more than 50 people present, the majority who had come in, a bus from New York to attend the reception. Her sentiments were echoed by Congressman Frank Pallone, New Jersey Democrat, founder of the Congressional Caucus on India and Indian Americans who also was on hand to join in the celebration. Clearly overwhelmed by the praise, Anumolu thanked McCarthy and all the others present profusely, and said, “I am proud an Indian-American owned company has been chosen for this. In fact I feel it is not just me but the whole Indian American community that has been honored with the recognition given to ASR" But “I share this honor with all Indians abroad as well as in India because this is the first time I believe they have given this kind of thing by Congress. I feel really good about it.” He said McCarthy had taken the initiative of her own volition to recognize him in Congress even though he was not a constituent of hers. “She is not my Congresswoman, but when she and the other saw the work we are doing, there was a natural interest throughout the country and one thing led to another. She was really excited that we are contributing to homeland security and happened to be a New York-based company.” “And with all the problems in New York in terms of security and so on, here we were doing this kind of work to help in homeland security and we are doing it right in her backyard. So she took the initiative to recognize us saying this is the kind of work we need from industry,” Anumolu said. Besides Pallone and Ajay Swarup, Minister, Political, who represented Ambassador Lalit Mansingh at the event, others on hand to congratulate Anumolu included Joseph Battaglia, President and CEO, Telephonics Corporation of New York; Dr Azad Anand, Chairman, Long Island Diagnostics; Mohinder Singh Teneja, Director, New Business. Markets, Nassau County; Dr Urmilesh Arya, President, Association of Indians in America, New York chapter; and Satpal Malhotra, President of the India Association of Long Island. Taneja read out a proclamation by Nassau County Executive Tom Suozzi, that showered kudos on Anumolu and ASR. Anumolu, 59, an alumnus of Vaisakh University College from where he received his BA in mechanical engineering, came to the US in 1969 for graduate studies at the Illinois Institute of Technology. “They didn't honor us because we are an Indian company or a minority firm, but purely because of the kind of work we are doing for the nation's defense and homeland security,” he said.
