have been involved with the HUD/REAC Physical Assessment Sub-System

Physical Condition Assessments (PCA)
ASR and its strategic alliance partners specialize in Multifamily
Services. Each PCA will among other items include:
A description and cost estimate for all the Critical
Repair Items, including Health and Safety violations that require immediate
attention.
A description and cost estimate for the Immediate Physical
Needs, which need to be addressed over the next twelve-month period.
A delineation of the Long-term Physical Needs to ensure
the project’s physical integrity over the greater of (a) the remaining
term plus two in years of the underlying mortgage or (b) a twenty
year time horizon.
A description of any visible evidence of hazardous substances
including but not limited to:
Any repairs and associated costs needed for nonresidential
buildings such as community buildings, management or maintenance offices,
garages, etc.
A description and associated costs relating to any items
needed by a property that relate to market demand, as supplied to
the inspector by the appraiser or IHFA directly. Physical
Condition Scoring System ASR has developed an electronic
scoring system based on the HUD/REAC Uniform Physical Condition Standards
(UPCS) that provides a pro forma score nearly identical to the HUD/REAC
scoring. ASR and its alliance partners have inspected many properties
using various versions of the HUD UPCS Software. We are a leader
in the industry and understand every aspect of the UPCS as well as the
PASS (Property Assessment Sub-System).
These scores utilize the latest 2.3 Public Version
of HUD/REAC Physical Inspection Software.
Each property can be 100% inspected with a score generated
based on our internally developed scoring system.
Reports are electronically retrieved and/or available
in hard copy with a separate Deficiency Report to assist in generating
maintenance requirements.
A quality control process to insure Federal, State or
Local requirements are satisfied. Standards
of Practice The American Society of Home Inspectors
(ASHI) formed in 1976 has established the ASHI Standards of Practice
and Code of Ethics to help buyers and sellers make real estate transaction
decisions based on accurate, objective information.
The ASHI Standards of Practice guide home inspectors in the performance
of their inspections. The Standards of Practice reflect information
gained through surveys in the field and of the consumers' interests
and concerns. Vigilance has elevated ASHI's Standards of Practice such
that they are the most widely accepted home inspection guidelines in
use and are recognized by many government and professional groups as
the definitive standard for professional performance.
Code of Ethics
Honesty, justice, and courtesy form a moral philosophy
which, associated with mutual interest among people, constitutes the
foundation of ethics. ASR and its partners recognize such a standard,
not in passive observance, but in a set of dynamic principles guiding
their conduct. It is their duty to practice the profession according
to this code of ethics.
Reporting
Purpose of Home Inspection Report:
To report the opinion of the inspector based on a visual inspection
of the building. The inspector evaluated the building based on
its “as is” condition, as of the date of inspection. Limitations
and guidelines as established by the American Society of Home Inspectors
were followed.
Objective of Home Inspection Report
To provide the client with a written report of the building, consisting
of visual inspections of items listed in the ASHI Standards of Practice.
If a particular problem was noted, the inspector and his/her report
will recommend that a professional in that area of expertise be consulted.
ASR believes that home inspection reports should be made to the client
as quickly as possible to allow ample time for corrective action and
timely closing.
On-Site Report allows you to quickly and easily review
your inspection report at the inspection site with your Inspector. Our
on-site reports have been developed and field-tested over many years
to give you valuable information about your home in a useful, easy-to-read
format.
Typed Narrative-Style Report presents your inspection
results in an impressive, easy-to-read written format. Narrative
reports also include helpful Maintenance Notes specific to your home
so you can protect your investment.
Digital Inspection Photo Report: ASR’s Photo Reports help
you see the inspection through your Inspector's "eyes" with high-resolution
color photographs printed right in your report. Ideal for out-of-town
buyers who can't be on-site for the inspection, our Photo Reports
help you effectively communicate with real estate agents, home owners,
attorneys and repair contractors by allowing them to see the inspection
results firsthand.
Inspection Photo Web Page Report: ASR uses the Internet
for inspection reporting. Our Photo Web Page Reports allow you to
see the inspection through your inspectors "eyes" with the simple
click of a mouse. Each Photo Web Page Report includes your own
private web page of inspection photos with descriptive captions posted
to a web page at our site.
Our report has been carefully constructed to provide
the kind of information a homeowner or buyer needs. It contains valuable
information about the overall condition of the home, as well as identifying
the major building components.
After performing HUD related inspections, our inspector will electronically
transmit the completed inspection reports through a secured Internet connection
to the Housing Agency/Authority no later than the next working day following
the completion of an inspection. Formally Trained and Certified
Personnel
There is no one background that fully trains an individual for all
the different conditions that may exist in a home. Every ASR home inspector
is certified. Only one in fifty potential inspectors has the technical
and communication skills required by ASR.
Each inspector must undergo a comprehensive training program. The inspector
must pass an in-depth review of his/her inspection abilities as well
as a written test trained and certified in home inspection by an organization
such as the National Institute of Building Inspectors (NIBI), thus guaranteeing
their whole-house knowledge.
Upon completion of training, each inspector is subjected to a complete
in-field review before he/she can inspect a house. The result of all
this preparation is a quality inspection that is performed objectively
and professionally.

to ensure the most effective use of modern management tools in planning,

program managers, reporting to the Director of Operations, are assigned
program responsibility.
The program director/manager provides a close interface
with clients and responds in a timely and effective manner on all aspects
of a programs’ performance, trends, costs, schedules, manpower, documentation,
regional office needs, technical and expense reports, client presentations,
corrective actions, continuous improvement activities, etc. to further
ensure on-time delivery of quality services within budgeted cost.
All inspection/quality assurance personnel and supervision
are trained and inculcated in the requirements, goals and procedures
of the program and the client.
ASR computerized MIS monitors all schedule assignments and
tracks all activities and deliverables.
Supervisors, program management and senior management hold
weekly program performance reviews.
Assignments from client are logged into an automatic database
for delegation to each inspector/auditor and follow-up/coordination
by supervisors and coordinators.
Supervisors are required to review reports of inspector/auditors
for performance evaluations.
Work schedules are developed and controlled by means of
a proven automated scheduling system.
Reports to clients are reviewed and approved by ASR supervision
and program management.Client recommendations are sought at regularly
scheduled reviews.
